It is best to go in order, adding only what helps. Start with what barely alters the sense of the phrase, and end with what transforms it. Check each step by ear.
Filling in the road
Another tool is adding chords between two that are far apart, so the bass arrives by step: from C to F you can go through Dm and Em. These are diatonic passing chords: they do not change the function of the phrase, only the route, and the melody should fit each one.
Beyond the chords
An arrangement is more than harmony. Contrary motion between melody and bass gives great clarity: as one rises the other falls, with the help of inversions.
An accompaniment should not be overloaded with notes: leave room for the melody and answer in its pauses, as in a dialogue. A second voice usually goes in 3rds or 6ths below the melody, and a unison gives strength to a passage, as long as it does not last too long. Any guideline, used always, ends up sounding like a system.
